How to register with the town hall (ayuntamiento).
This document is very useful and only available to residents with Spanish residencia.
Essentially it registers you on the electoral roll with your local town hall, you need your passport, residencia and proof of address so either a rent contract or escritura. The first time you register on the island you need to allow 14 days for the process, if you move areas or want a replacement at a later date they are either issued immediately or within 3 days. Some ayuntamiento's will ask for a small fee and others provide this document free. It is possible that the police will call at your address to check that you actually live there during the process, they do check occasionally!
When you have registered you then need to request the certificate, this can only be requested and collected in person as proof of ID is required.
You will be asked a reason why you want the certificate, it could be for a school place, to buy a car, for cheap travel within Spain, residents rate water etc.
